Methodological approach

The scientific monitoring of the implementation of gender mainstreaming in KJP-supported organizations is based on various methods. In addition to qualitative content analysis of documents (e.g., of the statements made by the KJP bodies on gender mainstreaming in their annual reports), full quantitative data collection using a mainly standardized questionnaire, as well as discussions with experts and group discussions with representatives involved in specialist practical work are also being carried out in the context of workshops, supplemented by interviews with various people involved in the participating organizations.

In the first stage of the research project, against the background of a comprehensive literature and Internet search, national and international standards, guidelines and implementation steps for gender mainstreaming processes were analysed in order to identify helpful questions and problem areas. This analysis provided the starting-point for an evaluation of statements about gender mainstreaming made by the organizations concerned in KJP reports presented from 2001 onwards. The evaluation of factual reports is also continuing during the subsequent course of the project (for analyses conducted so far, see the download of Partial Report II under the heading Project materials/Working aids; Partial Report III is to be published shortly).

In the second stage of the research work, an ‘analysis of the current position’ was carried out on the basis of a quantitative questionnaire. The aim of the questionnaire process was to provide a detailed stocktaking of the existing approaches, procedures, organizational changes, concepts, ideas, plans and needs for anchoring gender mainstreaming among the KJP-sponsored bodies. The questionnaire designed for this purpose raises the topic of the various implementation levels of gender mainstreaming in an organization and thus represents a kind of ‘gender check’ of organizational structures and activities. In addition, it includes questions about the respondents’ assessments of the concept of gender mainstreaming. The results are summed up in Partial Report II of the DJI project (see the downloads for the questionnaire and Partial Report II under the heading Project materials/Working aids).

Within the framework of the scientific supervision process, workshops have been held with representatives from the whole range of the state-aided child and youth organizations, and these workshops are continuing. The workshops focus on promoting and reflecting on the exchange of specialist information and ways of developing the approaches to further implementation. The workshops are intended to contribute to identifying examples of good practices in gender mainstreaming in organizations involved in child and youth welfare services, which will subsequently be made available to the specialist public in the form of handouts. In this stage of the work, the scientific supervision is methodologically based on moderated talks and focus groups. In addition, group interviews and individual interviews are being conducted in various organizations so that additional points of view on the opportunities for implementing gender mainstreaming and obstacles to it can be incorporated.
In phase II of the project, focus groups and interviews will also be carried out with young women and men who are involved in youth organizations on a voluntary basis as youth leaders. This step is intended to allow their points of view on gender relations and gender mainstreaming to be included in the scientific monitoring process.
The current results from the project are presented to a wider specialist audience and offered for discussion at national specialist conferences (for an overview of the meetings held to date, see the heading Events).
